CÔTE D'AZUR & PROVENCE
After the devastating storm that hit the Côte d'Azur on 2 October 2020, several institutions at the national, regional and departmental levels are setting up several emergency funds, totalling 6.4 million euros to support companies impacted by physical damage and loss of business. This territorial solidarity is in addition to the national support from disaster relief.
Six partners with the Région Sud, the Alpes-Maritimes Department, the Nice Côte d'Azur Metropolis, the Communauté d'Agglomération de la Riviera Française, all the consular networks with the Chambre de Métiers et de l'Artisanat de la région Provence-Alpes-Côte d'Azur, and the CCI Nice Côte d'Azur are joining forces to enable the rapid allocation of funds. The sums paid out will supplement the natural disaster compensation. The system implemented integrates the distinctive features and individual specificities, allowing companies to benefit from cumulative aid to compensate for operating losses and material damage.
€6.4 million to benefit of businesses
Recognised for their expertise and legitimacy in the management of emergency funds during the bad weather of October 2019 and then during the COVID-19 health crisis, the Nice Côte d'Azur CCI and the Provence-Alpes-Côte d'Azur Chamber of Trades and Crafts will examine the files of the impacted companies and present them to the financing partners. The first meeting of this allocation committee was held on Thursday 22nd October to enable the rapid release of funds to companies. 22 applications were presented, allowing the attribution of more than €105,000 for material damages. The committee will meet as often as necessary.
More specifically, the Région Sud has released a €2 million envelope dedicated to operating losses.
The Alpes Maritimes Department has opened a 2.5 million euro fund that will compensate both operating losses and material damage to both economic entities and farmers.
As for the local authorities, they have validated their participation in the fund on the operating loss up to 800,000 € for the Nice Côte d'Azur Metropolis and 100,000 € for the Communauté d'Agglomération de la Riviera Française (French Riviera Agglomeration Community). At the same time, the Nice Côte d'Azur Metropolis is announcing the creation of a €300,000 emergency aid fund for farmers and breeders to help them repair equipment and buy new ones.
Finally, the consular chambers have voted an allowance of €500,000 each for their constituents who have suffered material damage. This aid will supplement the assistance provided by the Department.
Companies meeting the criteria below will be eligible for this aid:
- companies, craftsmen, traders listed in the Répertoire des métiers or in the Trade and Companies Register ;
- whose production facilities or place of business is located in the disaster zone defined by the natural disaster decree(s) following the bad weather of 02.10.2020
- up to date with their fiscal, parafiscal and social security contributions;
- registered office is in the European Union ;
- can justify an economic activity with an annual turnover excluding tax of at least €10,000 and less than or equal to €7 million;
- with less than 50 full-time equivalents ( ETP) in all their establishments and subsidiaries (excluding apprentices and trainees) in France or in the European Union;
Level of aid
The eligibility criteria distinguish between material damage and operating losses.
The amount of cumulative aid will be capped at 50% of the operating loss. For the most heavily affected cases, the cumulative aid from the various authorities can reach a maximum of €40,000.
For material damage, the amount of aid may be up to €7,500, up to €12,500 in cases of business rescue.
Businesses will be able to fill in a Single Application Form online on all the sites of the fund's partners, providing supporting documents to validate the application.
